Writing is discovered incredibly early, and a Great Scientist at that point in the game is basically +5 science forever (a free tech at that point is worth less than 100 beakers, so the breakeven for just building a +5 science academy is less than 20 turns I see no reason why at the discovery of Writing you would do anything except build an Academy-an 8-turn golden age with just one or two cities isn't very effective either). Leader bonus: Ingenuity - Gives one free Great Scientist with the discovery of Writing, and doubles Great Scientist production rate.The description also says it powers up the city's bombard power, but I'm not sure yet whether that's just a direct effect of the added defense rating or if the Civilopedia doesn't enumerate that additional benefit properly. Costs only 80 hammers instead of 100, and provides 7.5 defense instead of 5.0.
